Project Summary: MMI Consulting LLC (the Applicant) seeks approval of a Tentative Tract Map, Use Permit, and Design Review to develop a 69‑unit residential Planned Unit Development (PUD) project on an approximately 7.25-acre site located in the Specialty Lodging zone of the North Village Specific Plan (NVSP).
The project would include three single‑family homes, 24 duplexes, six triplexes, and a common area recreation building fronting on Minaret Road.
Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15164, a CEQA Addendum to the 1999 North Village Specific Plan Subsequent Program Environmental Imapct Report (SPEIR) will be prepared to analyze and document the project's consistency with adopted mitigation measures and housing policies of the North Village Specific Plan.
Application Status: In Review/revised plans to be submitted in response to the Advisory Design Panel recommendations. A Public Hearing with the Planning and Economic Development Commission will likely be scheduled in February, 2026.
ADP Meeting: The Advisory Design Panel held a noticed meeting on October 15, 2025, to consider the project's consistency with the NVSP Design Guidelines and development standards. The ADP members recommended the applicant team incorporate changes to the roof design of the tri-plex buildings and incorporate more subsitantial stone siding material on full walls wrap the entire base of buildings.
