The Parcel Phase 1 Affordable Housing Groundbreaking! The Town of Mammoth Lakes and developer The Pacific Companies (TPC), with their contractor Pacific West Builders, conducted a groundbreaking ceremony for Phase 1 affordable housing at The Parcel on November 3, 2021. Phase 1 will include 81 apartment units ranging from studio to three-bedrooms, within two four-story buildings. Covered “podium” parking is provided at the ground floor of both buildings, with additional uncovered surface parking located on the site. The project will also include a daycare facility and a community space, transit connections, and an adjacent public park. The Town and TPC are working with Inyo Mono Advocates for Community Action, Inc. (IMACA) as the proposed operator of the daycare, which is intending to serve up to 34 children from infants to 5 years of age. The project is expected to be ready for occupancy in Summer/Fall 2023. Future phases of the Parcel will include up to an additional 370 units of affordable housing.

Advanced Airlines Service to Mammoth LakesAdvanced Airlines will serve as Mammoth Lakes’ exclusive partner providing public charter flights in and out of Mammoth Yosemite Airport (MMH) this winter. Beginning November 24, 2021 and operating through April 4, 2022, Advanced Air will fly 30-passenger Dornier 328 jets from Southern California destinations Burbank (BUR), Carlsbad (CLD) and Hawthorne (HHR) direct into MMH. Travelers will enjoy the convenience of a private air travel experience at commercial airline cost with benefits such as private terminals and no TSA. Mono County Conducting Redistricting Process Mono County supervisorial district boundaries are geographically redrawn every 10 years in line with the county's population as reported by the U.S. Census, most recently conducted in 2020. Redistricting is based on the idea of “one person, one vote,” which makes sure that each of our voices can be represented fairly, by creating districts that have the same number of people. Census data that is collected every ten years is used to draw new maps to account for the ways that populations have changed and moved across the states and districts. Town Enhances Short-Term Rental Monitoring Capabilities The Town of Mammoth Lakes has contracted with a new technology provider to monitor online advertisements and rental calendars for all short-term rental operators. The short-term rental monitoring business has been robust and as new technology emerges; more tools are available. Deckard Technologies has developed a program called Rentalscape that maximizes data capture and analysis for this industry. The program will not only identify the advertisement and general location within the Town, but they will also use their own teams to research and identify actual property addresses that are intentionally obscured. In addition to property identification, the Rentalscape monitoring program has a specific process that will help identify activity on each operator’s rental calendar. Having this additional information will reduce the complexity of our enforcement of illegal rentals as well as help with our audits. Currently the staff relies on calendars provided by operators as well as corroborating data that will confirm those calendars. This process is long and tedious for both enforcement team and operator.

Town Announces First Housing Unit Utilizing the Bridge Loan ProgramThe Town in coordination with Mammoth Lakes Housing, is excited to announce the purchase of the first housing unit using the recently established Bridge Loan Program. The purpose of the Bridge Loan Program is to increase the number of affordable ownership units within the Town by purchasing market-rate units and then reselling the units at a price affordable to households earning 120% or less of the area median income (AMI). The subsidy to reduce the price to an affordable level will come from the funding allocated to the Town’s housing program by the Town Council in August 2021 and the goal of the program is to acquire six units in the first year of the program. The units will be deed-restricted to ensure they remain affordable into the future. The Town continues to work on a variety of additional housing programs aimed at increasing the housing stock available and affordable to the local workforce and will continue to provide updates as these programs are implemented.

NEW Bear Beat
We are proud to announce a new publication entitled “Mammoth Lakes Police Department Bear Beat.” In the familiar blotter format, this feature is available bi-weekly via the Mammoth Times newspaper as well as on the Police Department’s Facebook page. The publication, which aims to keep residents and visitors aware of bear activity within the town, has been well received. The activity will continue to be documented until the bears bed down for the winter and resume their activities in the spring.

Inyo National Forest Appoints Winfred (Fred) Wong, as new District Ranger for the Mammoth Ranger DistrictFred comes from the Bureau of Land Management (BLM) as the Assistant Field Manager at the BLM California Ukiah Field Office. He has over 20 years of federal service with both BLM and Forest Service. Most recently with the Forest Service, he served as a District Ranger at the Stanislaus National Forest on the western slope of Sierra Nevada. Fred’s exact start date is still to be determined. In the meantime, Leeann Murphy will continue to serve as Acting District Ranger for Mammoth through early December.

State of the Inyo: Mammoth Ranger DistrictFire Restrictions Lifted: The Inyo National Forest announced on October 27, 2021 that fire restrictions put into place for the forest earlier this summer are rescinded, effective immediately. A campfire permit is still required for those camping outside of developed campgrounds and can be obtained online. Roads open: Mammoth Scenic Loop. Roads closed: Hwy. 203 (continuing to the Reds Meadow Rd.) at Mammoth Mountain Inn, Old Mammoth Rd. to Lake Basin Rd., Lakes Basin Rd. Campgrounds open: Mammoth Mtn. RV Park. Campgrounds closed: Crowley (BLM), Old Shady, New Shady Rest, Sherwin Creek, Pine Glen, Twin Lakes, Pine City, Lake Mary, Lake George, Coldwater, Reds Meadow, Agnew Meadows Family, Agnew Meadows Horse, Agnew Meadows Group Pumice Flat, Pumice Flat Group, Minaret Falls and Upper Soda. Devils Postpile Ranger Station: CLOSED Mammoth Lakes Welcome Center: Open to virtual services seven days a week, 8:30am-4:30pm. ESIA is operating the bookstore Thursday-Sunday, 8:30am to 4:30pm.

Be Bear Aware!Bears continue to look for food sources in unlocked trash bins, cars and even homes. Once bears learn where a food source is they tend to return to that source. For information on local bear activity read the MLPD Bear Beat! - Our bears know how to open unlocked car doors! Keep yours locked.
- Our bears have a great sense of smell. Make sure all scented items are removed from your car (food, toiletries, coolers, garbage etc.) and secure all garbage containers.
- Bears have been seen eating out of a cooking pot. Remember that it is illegal to feed wildlife.
- Bears will tip over, climb into, or pull garbage out of unlocked trash bins looking for food. Eating garbage (plastics, pager etc.) is not healthy for our bears. Please lock your bins.
- Report any open dumpsters or lost bags of trash by calling: (760) 932-7549, option 7 to have MLPD Officers dispatched to the location.
